House and Senate Democrats have produced health care legislation whose mandates, subsidies, tax penalties, and health insurance regulations would penalize work and reward Americans who refuse to purchase health insurance. In a new study, Cato Director of Health Policy Studies Michael F. Cannon explains how the legislation could trap many Americans in low-wage jobs and cause even higher health-insurance premiums, government spending, and taxes.
Some of the study’s startling findings:
* Mandates and subsidies would impose effective marginal tax rates on low-wage workers that would average between 53 and 74 percent— and even reach as high as 82 percent—over broad ranges of earned income. By comparison, the wealthiest Americans would face tax rates no higher than 47.9 percent.
* Over smaller ranges of earned income, the legislation would impose effective marginal tax rates that exceed 100 percent. Families of four would see effective marginal tax rates as high as 174 percent under the Senate bill and 159 percent under the House bill.
* Middle-income workers could save as much as $8,000 per year by dropping coverage and purchasing health insurance only when sick.
* Suppose you’re a family of four at or near the federal poverty level. Under current law, if you earn an additional dollar, you get to keep around 60-70 cents. Under the House and Senate health care bills, however, you would get to keep maybe 38 cents. Or 26 cents. Or maybe just 18 cents.

It’s not all about cheap car insurance however, as this tracking device could provide peace of mind too thanks to an assistance button that provides round-the-clock access to help in the event of an accident or breakdown.
The pay-as-you-drive scheme has received mixed reviews across the industry.
The scheme’s critics claim that this is an invasion of privacy and another example of insurers seeking more knowledge about drivers. Many analysts also believe that this black-box style device may be used to help police deal with traffic crimes in the future.
However, Norwich Union argues that it simply allows for fairer pricing and with bonus features such as trials of satellite navigation and speed camera alerts it could even help you avoid trouble.
Whether or not its long-term motives are genuine and this concept will continue to be used to help drivers secure cheap car insurance, clearly this is just the beginning for pay-as-you-drive. Expect it to be implemented by more car insurance companies in the near future.
